Scottish law sets clear safety standards for every rented home, and you must be able to prove your property meets them. Landlord Safety Certificates: What You Must Have in Scotland

Before you let a property, and throughout the tenancy, you must:

  • Be registered with your local council and hold a Landlord Registration Number
  • Have a valid Energy Performance Certificate (EPC) before you advertise
  • Obtain a Gas Safety Certificate every year, if the property has gas
  • Have an Electrical Installation Condition Report (EICR) at least every five years
  • Make sure any appliances you provide are safe, usually through PAT testing
  • Carry out and record a Legionella risk assessment
  • Fit interlinked smoke and heat alarms, plus carbon monoxide alarms where needed

Energy Performance Certificate (EPC)

An EPC rates how energy efficient your property is. You need one before you market the property, and it lasts ten years. A good rating helps you attract tenants, and your agent can arrange the assessment before your first viewing.

Gas Safety Certificate

If your property has a gas appliance, a Gas Safe registered engineer must check it every year. Your tenants must receive a copy within 28 days of the check, or before they move in. We diarise every renewal, so a certificate never lapses. Of all your landlord safety certificates, this one has the strictest annual deadline.

Smoke, Heat and Carbon Monoxide Alarms

Scottish rented homes need interlinked smoke alarms in the living room and every hallway or landing, and a heat alarm in the kitchen. A carbon monoxide alarm is required wherever there’s a carbon-fuelled appliance or flue. These checks sit within the Repairing Standard, so we include them in every property review.

Electrical Safety: EICR and PAT Testing

An EICR is a detailed inspection of the fixed wiring, consumer unit and sockets. In Scotland you need one at least every five years, carried out by a qualified electrician. PAT testing checks the portable appliances you supply, such as kettles, washing machines and lamps. This test must be done every two years, but “best practice” is to have it done annually and is the accepted way to show those appliances are safe.

Legionella Risk Assessment

You don’t need a “certificate” for Legionella, but you must assess the risk in your water system and keep a written record. Most residential properties are low risk, but the assessment must still be done and kept up to date.
